Raffle rules

Draft — confirm Fiji raffle licensing and age/residency rules with a lawyer before launch.

• Open to registered members aged 18+ in Fiji, Australia and New Zealand, subject to the raffle permit and local law (to be confirmed with a lawyer).
• Every raffle needs a permit; the permit number is shown on the raffle page and the raffle cannot go live without it.
• Maximum 50 tickets per person unless the raffle states a lower limit.
• Ticket numbers are sequential (#0001, #0002, …) and sent by SMS.
• The draw happens only if ticket sales reach the seller's minimum price. If not, every ticket is refunded automatically.
• Instant draw for prizes under FJD 5,000: before any tickets are sold we publish a commitment (SHA-256 of a secret random seed). At close we publish the ticket list and reveal the seed. The winning position is HMAC-SHA256(seed, raffle number) modulo the number of tickets. The draw record page lets anyone re-check it.
• Live draw for prizes of FJD 5,000 and over: streamed at the stated time with an independent witness. The ticket list is published 1 hour before. The winning ticket and video link are recorded on the draw record page.
• The winner is notified by SMS and email. Prize handover is tracked like an auction settlement.
